Former Director of Madison County Victim and Witness Unit Sentenced to Probation


(Madison, Neb.) - Joanie Brugger, a former director of the Madison County Victim and Witness Unit, has been sentenced to nine months of probation for obstructing a peace officer, a misdemeanor charge, following a New Year's Eve incident. The charge stemmed from an earlier plea agreement, where a previous attempt to commit a Class 4 felony was dropped, and two other charges were dismissed.


According to police records, officers with the Norfolk Police Division were dispatched to a residence on December 31 to investigate a disturbance between an adult staff member of the Madison County Attorney's office and a juvenile female. During the verbal altercation, the juvenile reportedly threw a cup of water at Brugger. In response, Brugger allegedly knocked the juvenile off a chair, causing her to sustain broken fingernails and an abrasion at the base of her neck.


Brugger was interviewed by the police, and video footage of the incident was also reviewed by the Norfolk Police Division. Judge Stephen Twiss issued the probation sentence to Brugger in Madison on Friday.
